Southampton City Council Inner Avenue Cycle Scheme

As part of Southampton City Council’s ten year cycling strategy to develop the Southampton Cycling Network, Balfour Beatty Living Places will begin work this month on a £1.4m project to create new dedicated cycle paths on both sides of Inner Avenue

Work starts on Inner Avenue Cycle Scheme, 11 February for up to 20 weeks

These segregated cycle lanes will improve part of the SCN5 Northern Cycle Freeway and go from Lodge Road to Charlotte Place inbound and from London Road to Banister Road outbound (see link to map at the bottom of this release).

Works are planned in several phases; the full order of these phases have not been finalised at the time of writing but work is planned to start on 11 February at locations 1, 2 and 4 (see map). The whole programme of work is expected to take up to 20 weeks to complete (weather permitting).

The works will require the relocation of four bus stops and the inclusion of a proposed additional toucan crossing on Dorset Street that will be synchronised with the existing toucan crossing on Inner Avenue to ensure drivers are not stopped twice. We will also be working around a planned development on Inner Avenue between Lodge Road and Padwell Road.

There will be improvements to crossing points and narrowing of junctions onto Inner Avenue to improve safety for pedestrians and cyclists. There will also be tactile paving installed for the visually impaired to denote the area as shared with cyclists.

During most of the construction, Inner Avenue will remain two lanes but with the bus lane temporarily closed. Advanced warning signs will advise when work is due to start in each location. Please note that some elements of the scheme are subject to additional consultation and notices will be posted on street where appropriate.

Please bear with us while we carry out these works. Signed diversion routes will be in place for different locations. Where there are bus stop closures, a temporary bus stops layby will be provided at or near the same location (with the exception of London Road bus stop); however we would still advise that people contact their bus service provider to confirm which stop to use during the works.

Details of work by location: The durations and location numbering are given as a guide only, work will also be taking place in multiple locations and can be weather dependant.

Location 1: London Road junction with Inner Avenue – duration three weeks. Work at this location will require the temporary closure of the bus lane and bus stop to relocate the bus stop and bus lane and incorporate the start of the new cycle lane.

Location 2: Rockstone Place junction with Inner Avenue – duration three weeks. Work at this location will require the temporary closure of the junction while work is carried out to alter the footway and toucan crossing point to accommodate the new cycle lane and to renew the raised crossing.

Location 3: Outbound bus stop on Inner Avenue – duration four weeks. Work at this location will require the relocation of the bus stop and temporary closure of the crossing point while work is carried out to construct a bus stop island and to alter the crossing to allow a new shared use footway/cycleway to pass behind it.

Location 4: Archers Road junction with Inner Avenue – duration three weeks. Work at this location will require the temporary closure of the junction while work is carried out to narrow the junction, to renew the raised crossing and to accommodate the new cycle lane.

Location 5: Crossing island – duration three week. Work at this location will require the temporary closure of the crossing point to allow the relocation and reconstruction of the crossing island to accommodate the new cycle lane.

Location 6: Banister Road junction – duration five weeks. Work at this location will require the temporary closure of the left slip road into Banister Road to incorporate the new cycle lane and adjust the toucan crossing to improve cyclist access.

Location 7: Inbound northern bus stop – duration two weeks. Work at this location will require the temporary closure of the bus stop to relocate it south from its current location to a new bus stop island and shelter that will be constructed between No 34/33 to allow the new cycle lane to pass behind it.

Location 8: Padwell Road junction with Inner Avenue – duration two weeks. Work at this location will require the temporary closure of the junction to incorporate an enhanced raised crossing for pedestrians with the addition of bell bollards to avoid vehicles cutting the corner.

Location 9: New cycle lane outbound – duration three weeks. Work at this location will require the narrowing of the road to install the separation kerbs for the new cycle lane outbound between London Road and Banister Road.

Location 9: New cycle lane outbound – duration five days. Work at this location is to resurface the new cycle lane outbound between London Road and Banister Road.

Location 10: New cycle lane inbound – duration three weeks. Work at this location will require the narrowing of the road to install separation kerbs for the new cycle lane inbound between Lodge Road and Southcliff Road.

Location 10: New cycle lane inbound – duration three days. Work at this location is to resurface the new cycle lane inbound between Padwell Road and Southcliff Road.

Location 11: Inbound southern bus stop – duration one week. Work at this location will require the temporary closure of the bus stop to construct a bus stop island and to relocate the bus shelter to allow the new cycle lane to pass behind it.

Location 12: Middle Street toucan crossing – duration two weeks. Work at this location will require the temporary closure of the toucan crossing while the crossing is altered to allow a new cycle lane to merge with it.

Location 13: Middle Street junction with Inner Avenue – duration three weeks. Work at this location will require the temporary closure of the junction to incorporate an enhanced raised shared us crossing for pedestrians and cyclist with the addition of bell bollards to avoid vehicles cutting the corner.

Location 14: Southcliff Road/Rockstone Lane toucan crossing – duration three weeks. Work at this location will require the temporary closure of the crossing to tie in the new cycle lane and the existing shared use footway/cycleway.

Location 15: Lyon Street junction with Dorset Street – duration three weeks. Work at this location will require the temporary closure of the exit from Lyon Street to construct an enhanced raised shared use crossing for pedestrians and cyclists as well a short contraflow cycle lane into Lyon Street. To maintain access Lyon Street will temporarily be made two way with the exit and entrance at Onslow Road.

Location 16: Bellevue Terrace footway – duration one week. Work at this location will require the temporary narrowing of Bellevue Terrace footway to widen the footway to 4m to incorporate a shared use footway/cycleway and remove a tree at the north end of Bellevue Terrace.

Location 17 & 18: Dorset Street and London Road proposed new toucan crossing and subway closure – duration to be confirmed. Work at this location is to stop up the subway and build a new surface level toucan crossing. To repave the area and provide new grass verges and an advised cycle lane from the new crossing through to London Road.
